I would just keep on looking after your skin, as in exfoliating (to stimulate blood cells and new growth - although, make sure you use a gentle exfoliator, and dont be to harsh!) and moisturizing using moisturizer for dry skin like yours. But, also drink plenty of water, eat plenty of fruit and veg full of vitamins that repair and make your skin healthy. Instead of vasaline like you said it wont penatrate, try using the palmers range, i like using the "swivel stick" which is handy to keep on you when your out, and you can apply it on your face, or lips. I have quite dry and chapped skin in the winter, and I find palmers really good, and if I try and stick to what I said, i do to be fair have better results with me skin :)
